David,
First you said 6634K2H. I wasn't sure which device this is. There's a TCI6636K2H and a TCI6634, but I'm not sure about a 6634K2H?
1. Typically on these devices, if you have 8 DSP cores then the first 8 timers are local timers and the next 8 timers are shared timers. So Timer IDs 0-7 would be local and 8-15 would be shared. For 4 DSP cores, cut the number of local timers and shared timers in 1/2.
2. All Shared Timers are unallocated by BIOS. BIOS uses one half of the local timer.
3. It is not possible to set the owner id of a shared timer at runtime currently. Could be a possible enhancement in the future but we just need to analyze the implications of doing this.
