Is there an error message displayed somewhere? What does it say?
A simple thing you can try is to open your project directory in Windows Explorer and delete the directory .config. But, before you do that, close app.cfg and close CCS. That directory is a temporary one, and will be recreated as soon as you start CCS and open app.cfg.
If that doesn't help, please post a snapshot of your XGconf window with app.cfg open, and also add the option "-console" to your shortcut for CCS, in the field "target". You should end up with the following content:
C:\ti\ccsv5\eclipse\ccstudio.exe -console

After you do that, when you open CCS you'll have one additional console window open. Please post the content of that console window, so I can check if there are any errors there.
